The International educational NGO ACT is registered as public organization (not state, non-commercial) according to the Belarus legislation in November 2002 and re-registered in 2006.

The ACT’s mission is development of civic society organizations and local communities.

ACT specializes on conducting educational trainings for activists of non-governmental organizations in all aspects of organizational development and strategic partnership building.

The ACT’s trainers work for such organizations as United Nations Development Programme, Christian Children's Fund (CCF), ОSCЕ, USAID, Counterpart Alliance for Partnership (CAP), Support Program for Belarus of German Federal Government, International programme Co-operation for Rehabilitation (CORE), The Belarusian Association of Journalists (BAJ), BirdLife Belarus, Belarusian Red Cross, YMCA in Belarus, YWCA in Belarus, ACCELS in Belarus, ACER in Belarus.

ACT introduces innovative social technologies which raise efficiency of civil society organizations: local community funds, social enterprise, public club, public procurement of social services, and others.

Since 2005, ACT in partnership with other organizations, including non-commercial organization “Urban-sociale” gGmbH (Germany), have organized a number of activities promoting the mechanism of public procurement of social services in Belarus. The mechanism of public procurement of social services is used in many other countries and provides financing social projects from the state budget.

On the 5th International Fair of Social Projects (Brest, on October, 25-26th, 2007), ACT’s project on public procurement of social services has been awarded by UNDP Belarus office "For the best embodiment of the mechanism of cross-sector interaction".
 
ACT in partnership with other NGOs implemented a number of projects:

• development of a network of public clubs – 2004-2005;
• creation of NGOs’ leaders’ club – 2006-2007;
• an assessment of  the NGO Sustainability Index using USAID methodology – 2006-2009;
• introduction of the mechanism of public procurement of social services – since 2005;
• the analytical bulletin PrACTika distributed electronically to 500 subscribers;
• professional growth and collaboration of NGOs - since 2008.

Today ACT is working on two main areas:
